The development of a model takes more time than just the model announcement. The companies decide on potential new projects and then during the course of the year, the choices are narrowed down before the decision is made to put a project into production. I doubt that companies communicate with their rivals and address issues like "We're considering a model of the SBB Giruno, what about you?"
In the case of a model like the Roco Ae 3/6I. Roco announced a model last year (2021), so Märklin was surely aware of this at the moment they decided to proceed with their own version for 2022.
I don't see any reason why each model should be limited to one company. There are many models which were made by only one company where I would have preferred that the model came from a different company.
I think that the single maker thought is outdated and goes back to the days when the choice was Märklin (AC) vs everybody else (DC).
Where parallel projects can become an issue is where one company decides to cut corners in order to get their model to market before the others. I have not seen this too much in the model train field, but have seen this in other sectors.
